3.0 Van Replenishment not selecting parts because a Van Minimum Quantity is set to 0.

In order for Van Replenishment to work in 3.0, the Minimum Van Quantity must be set to at least 0 and the the Quantity on Hand of the Part on the Van that is being replenished must be less than the Minimum Van Quantity field. If the Minimum Van Quantity field is 0 or the Quantity on Hand is not less than the Minimum Van Quantity then the part will not be replenished.

This functionality is different than 2.0 as in 2.0 it appeared to not have a Minimum and always order back up to the Maximum.
